I am having problems uploading a new profile picture. When I try it says the file is too large even when I try one of just 16KB. With the demise of free picture hosting websites such as Photobucket can someone please tell me if there is another way to get a picture uploaded?

Hope this helps - from your Profile page:
Uploaded animated images must not be bigger than the recommended size. Supported formats: .gif .jpeg .jpg .png
150px by 150px recommended

But they could be if the bandwidth was made bigger like on other forums

I saw those recommendations and the max file size of 50MB. The 16KB image is well below the 50MB limit and is 161pc x 121px.

David, maximum size is 150 x 150 pixels. Yours is 161 pixels wide ;-)

It says 150 is recommended, not a maximum. I have reduced it to 133pc x 112px (15KB) and the system still says it is too big.
