Is it necessary to replace both the inner and outer bearings if only one is worn? Common sense tells me "no". Why would that be necessary?
I also read somewhere that front wheel bearings should be replaced as an axle set! Surely that can't be right.I never have.

If you know how to assess a worn bearing, then no, but it makes good sense to replace a set as they live in shared environment. Having to replace the remaining (good) bearing 6 months later just creates double the original work. If money is tight (?) then economics might prevail short term, but otherwise it makes little sense.

It would be a complete bearing set only Richard warwicks description/reasons are spot on I certainly wouldn't change the inner or outer without knowing the other was new!

Advice much appreciated. Looking back through my records, I rebuilt the n/s in 1989 with a full set but I only replaced the outer on the o/s the year before. This was very approx 10000 miles ago.I had an overheating issue on the o/s in 2004 due to a stuck caliper so I'm overdue for an inspection although the bearing is quiet. I'll probably order a club set and rebuild the o/s. So there's no reason to rebuild both wheels as the article I read implies?

The article you have read is correct, but your interpretation of it is incorrect. Basically you have three axles on your rover two at the front and one at the rear. So when the article relates to replacement of bearings as an axle set then that means both inner and outer bearings associated with that(front) axle.
