A "sticky" is just forum slang for a thread that has been "stuck" or pinned so that it doesn't gradually work its way down the page and disappear onto the next page as new threads are created above it. They are the threads that always remain near the top of the page even if no-one has posted in them for ages. You can identify them by their icon on the left of the screen. In this case, it's a folder with a pin stuck through it.
