The passenger is the Prime Minister Ted Heath.
Strange to see a Minister not in the rear of the car.

Isn't the badge on the left (as viewed) something like 'guild of experienced motorists'; if so, I suspect that it's not an official car on PM's business. Perhaps out canvassing/electioneering? If so, could it be Bexley or Sidcup areas? Just after an election result? HPC (I think that's what the other badge says), is that High Performance Club? On a P5B

Not Sidcup or bexley. Correct though it is after the 1970 general election. Not Oxford Street GB. Badge is IAM, the Saloon is Admiralty Blue. This photo is what gave me a clue where it was taken.

I've now seen another of what I believe to be the same car, which I now think IS an official govt. car,complete with badges, driving into Downing Street with Ted Heath walking alongside it, on the passenger side, just after the 1970 election. Presumably going to no.10 for the first time after the election. Of course, security was slightly different then and there are crowds everywhere.
As to where it is? Somewhere between Buckingham Palace and Downing Street?
Any closer?

That will be the Pathe film. www.britishpathe.com/video/election-1970-2Notice the roofless Landrover following? in the first photos. I think the Pathe film is from the same landrover. It is the same journey but heading to the Palace rather than from. On a side note, politicians seem to be very popular in 1970.

Thats the one. A bit of detective work was required as it could have be one of many London streets. The main clue was the shop sign Meakers a tailors, the secondary clue was that the film landrover is emerging from a side street on to Piccadilly. Ted Heath was resident of Albany Court yard (worth a google). Google mapAnd a nice bonus there is a Pathe news reel. Pathe

Good game! But you did not show us that last photo where "Meakers" was legible.
I was sure that I recognised the clock on the L, and was thinking "Piccadilly" but could not find any corroboration.
Ted Heath, the only prime minister anywhere to win the Round Britain Yacht Race while PM, and appear on TV playing the clavichord. Ridiculously over talented, but done in by the miners, laying the ground for Margaret Thatcher.

I think Meakers is no longer there and have relocated to Exeter of all places. Bill Naughton's, Alfie Darling was a sequel to Alfie but without Michael Caine. This time it was played by the musician Alan Price (Georgie Fame) I thought it was Westminster from the 2nd photo as the Policeman had "C" on his epelet which denotes "Westminster"

The car is heading east and is just past the old ABC cinema in Piccadilly. It used to show trashy 'adult' films, hence 'Alfie Darling'. The problem is that the film wasn't released until 1975 and Heath resigned as PM in March 1974, so I wonder where he was going to (or from)?

He wasn't resigning.
The film Alfie darling did come out in 1975 but the book was released 1970.
I think that sign is on the roof of a CA bedford van.
