The wiring should be checked for continuity - old wiring often breaks unseen in the loom particularly the field wire. Try bypassing it by running a lead direct to the small "F" terminal on the dynamo to the F terminal on the reg box. Have you tried testing the dynamo as motor?. It may also need repolarising.
The self park mechanism may be out of adjustment but more likel semi siezed rack in the bundy tubes or wiper arm spindles - remove for cleaning and regreasing.

cheers phil for the advice i have got the dynamo charging now and the red charge light going out but after a few mintures the rb340 voltage box starts smoking and the back plate of the rb340 gets hot is this a earth problem(i have got a positve earth on this car) i have earth the rb340 to the body of the vechine. i tested the the dynamo output by removing the 2 wire on the dynamo and bridging a wire between the two terminals and taking a reading of a voltage meter which read 17 volts coming out of the voltage meter(this is as hight as my volts meter go's thanks mark ps i hav'nt sorted the wipers yet

It sounds very much like an earth problem - if not the regualtor box has failed. If it has make sure you get the high 30A version as the cheaper 25A are far more common.
You must test per the manual - you will damage your voltmeter that way. The dynamo sounds OK!
