I've found even the water based dye will work on old vinyl,it will wear off but takes a long time. The vinyl has to be clean and grease free,I used petrol to clean it but used on a rag and very quickly and washed off so it doesn't start to actually dissolve the surface.

Like kev I also found woolies could be used on vinyl. Woolies used to do a spirit based paint for vinyl but it needs to be sprayed on as it dries so quick it's impossible to brush on.
