Yes, but the car pictured is in Melbourne, Australia, so some clever person has gone to the trouble to get the same number there as the Queen's one in England.

It doesn't appear on the RCCA's database, or the national one that Drew Egglinton put together years ago. The state registration records show it as being green. Although it appears grey in the photo. A trick of the light perhaps.
