Is there a standard test for fog light adjustment as there is for the headlights? I know the unit can be swiveled but how are they actually set up to show a uniform anti-dazzle beam direction?

Easy no standard - by trial and error to give the spread and range you like. Needs to be done on level ground in the dark
Both sides should be different. I have a long range spot in the nearside which with the standard o/s fog gives excellent fog driving illumination
They should be downwards directed and in no way give oncoming drivers dazzle. They will also stop the throwback glare to the driver that dipped beams give in fog

Don't use your fog lights more than absolutely necessary. The bulbs have been obsolete for decades.
