Does the motor overheat without any load - the wheel boxes and bundy tubes do have to be completely free although the old single speed motor which was used on P4's and may other cars of the era will go on for years without trouble.. Is it getting full 12v from the switch - try wiring direct to battery, cutting out the reverse park switch but consult wiring diagram first.
Are the motor bearings free. If not, assuming the brushes are OK and with the correct springs, the armature windings may have shorted somewhere
