I have the choice of putting HS6 or HIF6 carbs on my 3.5 litre Rover engine. Does anyone have any advice on which would be better?

I would always choose HIF6, far better in my opinion, and Rover thought so too, as they used them as a replacement forHS6 on the P6B

Does anyone know of any technical features of the HIF6 that make it superior to the HS6? Does the HIF6 have the hot starting problem?

The internal jets are theromsatically controlled - if they are past it hot starting troubles ensue

I stuck to the HS6 carbs used the pistons and chambers off a pair of HIF6 with the floating needles, to solve the old sticking needle syndrome! used a pair of BAA needles CUD1100 for the correct mix, having used the HS6 in my racing/tunning days they take a lot of beating (in my humble opinion!)

I did not understand your last comment. Are you saying that the lack of thermostatically controlled jets causes the HS6 to have the hot starting trouble?
I was wrongly told that the hot starting trouble was due to venting of the floats and instructed to floor the gas pedal for hot starts.

HIF carbs have the thermo jets which causes them to have the hot starting trouble. The HS carbs with the capstat jets have the same problem. There should be no problem with standard HS jets - I have certainly not had this problem with any cars of mine with standard jets but I have had with the thermo jets

The HIF type carbs were only used to enable compliance with emission regulations. Give me the simplicity and reliability of the HS carbs any day.
If you want better hot starting, fit an appropriate electric fuel pump.

Ok, so based on Johnwp5bcoupe's post there is a sticking needle problem and based on Phil's post there is also a jet problem. Am I correct in assuming that the best situation is to use a HS6 with standard jets and BAA needles CUD1100?

Everyone has their own opinion the HS6 was used for many years and is still popular today by the classic tunning boys as it is a reliable carb, the CUD1100 is a floating needle so you would need the pistons off a pair of HIF6 carbs and to be correct the chambers as well they are supposed to be matched!! this using the standard jets, as smallfry says an electric pump makes a big difference. I have a pair of HIF6 good bodies if anyone wants them?
