Hi All
Their is a arm bolted to the back axle, which the arm for the hand brake rods is connected to. Is the arm which is connect to back axle susposed to move with the operation of the hand brake?

It is supposed to be able to move as it is the compensator which enables equal braking effort to be applied at each wheel.

If the sliders and rollers are seized on both or one side it will not move best to check

the arm attached to the axle has a rubber bush in the middle with a metal sleeve through it. which the bolt goes through to attach it to the axle.

Yes the balance lever connects to the long and short cross rods which connect to the draw links which pull the shoes on and off by means of the rollers and tappets
