Immerse them and soak them in either petrol or diesel, or a mix of both overnight and blow through them with a high pressure air gun. If not completely clean, repeat the process.

When you say oilways.........do you mean the actual drillings in the block, or do you mean the valley where the valve lifters live ? Or are you just talking about the heads ?
If you mean the drillings in the block, you can't safely do it unless the engine is completely stripped, and realistically, its the same for the valley, I can't see how you could do it without being sure of NOT getting any crap left inside.
Take the engine out and do it properly, or I suspect you are going to regret it. Its a shame you are not nearer, or I would help you with it

There always is - cleaning the head and oilways is easy, its the stuff that's in the block that causes the problems and disturbing it can be disastrous.
Be very careful if you try to clear this mess out. Short of a rebuild its best to run a few hundred miles using high detergent diesel oil but even this can cause terminal oilway blockages

With all that hard oil crud, I would take off the inlet manifold and the tray. Inspect the camshaft particularly rhe rear two lobes for wear.
