Only the cigar lighter and driving lights switch are standard. Optional extra was HRS inbuilt illuminated switch opposite driving lights so all the rest can be anything you want or what the PO wanted

To switch on the front fog lights, turn on main light switch (top right toggle switch on instrument binnacle), make sure that the headlamp switch is in the upper position (the shorter stalk behind the indicator stalk), and pull out the fog lamp switch on the centre console (difficult to tell from the photo which one it is, as the switches have been modified / added to).
I've just acquired a P5B coupe that has had a row of toggle switches and warning lamps fitted in this position at some time in it's murky past, a while looking very impressive, don't appear to do anything! I'll probably leave them there, as they look better than holes!
It might be worth your while getting hold of an owners instruction manual. They're fairly easy to get secondhand, or they're available new from the club or Wadhams.

I too wondered about these 4 switches on my P5B coupe. Through trial and error I have at least sorted out what 3 of them do. Far left is the heated rear windscreen. Far right puits on front fog / driving lights (but as has been pointed out only if sidelights are on and headlights off). One of the other two switches on a rear fog lamp. The fourth remains a mystery to me.

Why did Rover leave such a large ugly gap between the picnic/tool tray and the switch panel?
I've often wondered abou this large gap.
Cheers

Its to clear the bottom of the tool tray, which cannot be seen when closed, although it could have been a fraction narrower
